New Homeowner Tax Credit
As part of the American Recovery and Reinvestment Act of 2009, the Federal Homebuyer Tax Credit gives new homeowners the opportunity to recieve up to an $8,000 tax credit.
Qualifications
- The buyer must be a first-time homowner and has not owned a property in the United States in the last
- three years.
- The home must be purchased between January 1, 2009 and December 1, 2009.
- For the full $8,000 credit an individual must make less than $75,000 annually, or a couple must have
- an annual income not surpassing $150,000.
- The home being purchased must cost more than $80,000. Homebuyers may apply for a tax credit of up
- to 10% of the purchase price of the property if the home is less that $80,000.
- The credit does not have to be repaid if the buyer lives in the home for more than three years. If the
- home is sold within three years of the purchase, the entire tax credit must be repaid.
- The buyer must attend Homeownership Counseling Classes.

Builder/Developer Incentive Program
The Department of Housing and Community Development will match builder/developer contributions (up to $5,000) toward downpayment and closing costs.
Qualifications
- Homebuyer must meet eligibilty criteria for the Maryland Morgage Program.
- The buyer must use a CDA loan.
- The buyer must attend Homeownership Classes.
- The builder must be registered with the Builder/Developer Incentive Program.

Newly Constructed Dwelling Property Tax Credit
New homeowners that purchase a property in Baltimore City that has been substantially renovated, are eligible. The tax credit reduces property taxes by 50% in the first year, 40%, 30%, 20%, and 10% in the four susequent years. Many Dominion Homes are eligible for this tax credit.
Qualifications
- Buyer must be the first owner of the house since the property was renovated.
- The home being purchased must be the principal residence for the buyer.
- The home must have been previously tagged with a Vacant Housing Notice (VHN) or been previously
- owned by the Mayor and City Council of Baltimore.
- Application for the tax credit must be filed within 90 days of settlement on the property.

Baltimore City Live Near Your Work Program
This program is available to anyone that works for one of the 88 employers enrolled in this program. $2,000 is available ($1,000 from Baltimore City and $1,000 from the employer) toward down payment and closing costs. Emplyees of Johns Hopkins Medical System may be eligible for up to $17,000 if the home is located in a specified target area.
Qualifications

The buyer must contribute $1,000 cash towards the purchase of the home.
- The buyer must attend Homeownership Counseling Classes.
